TOM DE GROEVE, Ph. D., is Head of the Disaster Risk Management Unit at the European Commission Joint Research Centre. He heads a team of researchers in climate, disaster and conflict situational awareness and risk management in support of EU and global policy related to disaster risk management.
Before taking the lead of the Unit, Tom was senior researcher and team leader. His research was at the origin of the Global Disaster Alert and Coordination System, the European Crisis Management Laboratory, the Index for Risk Management (INFORM) and the Global Conflict Risk Index. His work directly contributed to the opening of the European Emergency Response Coordination Centre and the Disaster Risk Management Knowledge Centre. Tom led corporate initiatives on climate change adaptation and the JRC data strategy. He co-chaired the COVID-19 Task Force of the JRC.
Tom received his Ph.D. in Geomatics from Laval University in Quebec City, Canada, in 1999 on the topic of spatial uncertainty in map making. He is a Civil Engineer trained at Leuven University, Belgium, with a M.Sc. in Geophysics and Mining Engineering.
